Purchasing Requirements

Procurement decisions are made to select the proposal/supplier which presents the best value to KCAB.

KCAB follows KRS 424.260 as its criteria for public bid requirements. KRS 424.260 requires public advertisement of expenditures exceeding $40,000. In lieu of publicly bidding a purchase that exceeds the $40,000 threshold KCAB may choose to purchase goods or services in accordance with a contract entered into by the Finance and Administration Cabinet for the Commonwealth of Kentucky provided the state contract has been let by competitive bidding or the contract was negotiated by the Cabinet with a vendor who maintains a General Services Administration (GSA) price agreement.

Exceptions to the public bid requirements include expenditures for professional services, procurements pursuant to an emergency certificate, and certain perishable goods.
